Job Overview
The Digital Government Policy Analyst will lead the design, analysis, and implementation of policies that enable effective digital public services. Working closely with ministries, local authorities, and technology partners, the analyst will assess current digital initiatives, identify gaps, and propose evidence‑based policy solutions that enhance transparency, citizen engagement, and service delivery. This position plays a pivotal role in shaping Lesotho’s digital transformation strategy, ensuring that policies are inclusive, data‑driven, and aligned with international best practices. The role also involves stakeholder outreach, capacity building, and monitoring the impact of policy interventions.
Key Responsibilities
- Conduct comprehensive policy research on digital government trends, e‑governance frameworks, and emerging technologies.
- Develop policy briefs, white papers, and strategic recommendations for ministries and the Office of the Prime Minister.
- Facilitate multi‑stakeholder workshops to gather input from civil society, private sector, and citizen groups.
- Coordinate with UNDP technical teams to align policy proposals with ongoing digital projects.
- Monitor and evaluate the implementation of digital policies, producing regular impact reports.
- Advise on data protection, cybersecurity, and privacy considerations within digital public services.
- Support capacity‑building initiatives for government officials on digital policy formulation.
Required Skills
- Strong analytical and research skills with the ability to synthesize complex data.
- Excellent written and verbal communication, including policy drafting.
- Proficiency in stakeholder engagement and facilitation.
- Knowledge of e‑government platforms, open data standards, and ICT policy frameworks.

- Fluency in English; proficiency in Sesotho is an advantage.
Education
A Master’s degree in Public Policy, Public Administration, Development Studies, or a related discipline is required. Relevant certifications in e‑government or digital transformation are highly desirable.
Experience

Salary
