Position Overview
The Lesotho Revenue Authority (LRA) is seeking an accomplished Deputy Commissioner Priority to provide strategic leadership for priority national programs, institutional transformation initiatives, operational excellence, stakeholder engagement, and organizational performance management.
The successful candidate will oversee critical projects that contribute to revenue mobilization, public sector efficiency, governance enhancement, and long-term institutional sustainability. Key Responsibilities
- Lead implementation of strategic institutional priorities and transformation initiatives.
- Develop annual operational frameworks aligned with organizational objectives.
- Monitor execution of national priority programs and performance indicators.
- Coordinate cross-functional teams to improve service delivery and operational effectiveness.
- Provide executive oversight on governance, compliance, and risk management matters.
- Drive organizational change management and modernization projects.
- Strengthen stakeholder engagement with government agencies, private sector entities, and development partners.
- Prepare executive reports, board submissions, and strategic recommendations.
- Support budget planning and resource allocation decisions.
- Oversee organizational performance measurement systems.
- Guide senior managers on policy implementation and regulatory compliance.
- Ensure adherence to international governance and public administration best practices.
- Lead talent development and succession planning initiatives.
- Represent the organization at national and regional forums.
Education Requirements
- Master’s Degree in Public Administration, Business Administration, Economics, Finance, Law, Management, or related field.
- Bachelor’s Degree in a relevant discipline is mandatory.
- Executive leadership certification is advantageous.
- Additional qualifications in governance, strategy, or public policy will be considered an asset.
Experience Requirements
- Minimum 10 years of progressive leadership experience.
- At least 5 years in a senior executive or director-level position.
- Experience managing large-scale organizational transformation projects.
- Strong background in public administration, taxation, regulatory services, or institutional management.
- Demonstrated success in stakeholder engagement and strategic leadership.
