Job Overview

We are seeking a highly analytical and strategic Public Policy Specialist to join our governance team in Maseru. This role is central to our mission of supporting Lesotho’s institutional strengthening and policy reform. The successful candidate will be responsible for designing, implementing, and evaluating policy frameworks that address complex socio-economic challenges. You will act as a bridge between international development standards and local governmental needs, ensuring that every policy intervention is culturally relevant and sustainable. Key Responsibilities

  • Conduct comprehensive research and analysis to support the development of evidence-based policy recommendations for local government agencies.
  • Collaborate with government stakeholders to align national development goals with international sustainable development goals (SDGs).
  • Monitor and evaluate the impact of existing social and economic policies to identify areas for reform.
  • Draft high-level policy briefs, technical reports, and strategic documents for senior government officials and international donors.
  • Facilitate multi-stakeholder dialogues to ensure inclusive policy-making processes that represent diverse societal groups.
  • Provide technical assistance to government ministries to enhance their capacity for policy formulation and implementation.

Required Skills

  • Advanced qualitative and quantitative research methodologies.
  • Exceptional written and verbal communication skills in English and Sesotho.
  • Deep understanding of the political and socio-economic landscape of Lesotho.
  • Strong stakeholder management and diplomatic negotiation skills.
  • Proficiency in statistical software and data visualization tools.

Education

A Master’s degree in Public Policy, International Development, Economics, Law, or a related social science field is mandatory. A PhD is highly preferred for this senior-level position.

Experience

Candidates must possess a minimum of 5 years of professional experience in policy analysis, strategic planning, or international development. Proven experience working with government institutions or intergovernmental organizations is essential. Experience in the Southern African Development Community (SADC) region is a significant advantage.

Salary

The annual salary for this position ranges from 450,000 SSP to 650,000 SSP, depending on experience and qualifications. This package is competitive and reflects the high level of expertise required for this role.
