Vice President – Programming Quality & Technical Support

Position Summary
The Vice President – Programming Quality & Technical Support provides global technical leadership to ensure that all programs are evidence-based, scalable, and aligned with international development standards.
This senior role oversees program quality assurance, technical standards, innovation, and global program consistency, positioning the organization to secure U.S. Government funding, multilateral donor funding, and private foundation grants.
The role is critical in strengthening program effectiveness, reducing implementation risks, and enhancing organizational competitiveness in the international NGO sector.
Reporting Structure
- Reports to: President, International Programming & Operations
- Works closely with: Regional Directors, MEAL teams, Finance, HR, and Business Development units
- Provides: Global matrix technical leadership across all country offices
Key Responsibilities
1. Global Program Quality & Technical Standards
- Establish and enforce global program quality frameworks and technical standards
- Define minimum requirements for program design, implementation, and evaluation
- Lead program quality reviews, audits, and corrective action plans
- Identify and mitigate systemic program risks across regions
- Serve as final technical authority on program models and innovations
2. Technical Leadership & Country Office Support
- Provide hands-on technical assistance during program start-up, scale-up, and recovery
- Support operations in fragile, high-risk, and complex environments
- Guide transition to outcome-driven and impact-focused programming
- Lead program redesign and performance improvement strategies
3. Program Design, Innovation & Evidence-Based Approaches
- Develop evidence-based program models aligned with global best practices
- Ensure alignment with the United Nations Sustainable Development Goals (SDGs)
- Drive innovation, adaptive programming, and continuous improvement
- Promote scalable solutions for long-term impact and organizational growth
4. Proposal Leadership & Donor Engagement
- Lead or review high-value funding proposals and grant submissions
- Ensure technical rigor, feasibility, and donor alignment
- Support engagement with U.S. Government donors, multilateral agencies, and foundations
- Participate in donor meetings, site visits, and technical presentations
5. MEAL Integration & Learning Systems
- Align programs with MEAL (Monitoring, Evaluation, Accountability & Learning) frameworks
- Strengthen impact measurement systems, indicators, and reporting tools
- Promote adaptive management and data-driven decision-making
- Build feedback loops for continuous program improvement
6. Capacity Building & Talent Development
- Strengthen technical capacity across global teams and country offices
- Develop technical tools, guidelines, and knowledge resources
- Lead communities of practice and technical learning initiatives
- Mentor and coach senior program and technical leaders
Authority & Decision-Making
- Approve or reject program designs based on technical quality
- Enforce corrective actions for underperforming programs
- Provide final technical sign-off on major funding proposals
- Deploy technical resources across regions
- Escalate program risks to executive leadership

Qualifications & Experience
Required
- 12–15+ years in international development
- Senior leadership experience in program quality, technical strategy, or global program design
- Strong background in food security, nutrition, and community development programs
- Proven success with U.S. Government and institutional donor funding
- Experience working across multiple countries and complex environments
Preferred
- Experience in a large international NGO (INGO)
- Track record in setting global technical standards
- Multi-sector expertise (health, agriculture, nutrition, livelihoods)
- Experience supporting organizational scale-up and growth
- Advanced degree in:
- International Development
- Public Health
- Agriculture or Nutrition
- Or related field
