Job Overview
The Infrastructure Project Finance Analyst will play a pivotal role in evaluating, structuring, and monitoring financing for large‑scale infrastructure projects in Lesotho. Working within the Project Finance department, you will partner with government agencies, private investors, and technical consultants to ensure that projects are financially viable, environmentally sustainable, and aligned with the World Bank’s development objectives.

Key Responsibilities
- Develop and maintain comprehensive financial models for infrastructure projects, including roads, water, energy, and public facilities.
- Conduct rigorous feasibility studies, cost‑benefit analyses, and sensitivity testing to assess project viability.
- Prepare detailed investment memoranda, presentations, and reports for internal review and external financing partners.
- Coordinate due diligence activities with legal, environmental, and technical experts to ensure compliance with World Bank policies.
- Monitor project performance post‑disbursement, tracking financial covenants, cash flows, and risk mitigation measures.
- Engage with government officials, private sector partners, and multilateral lenders to negotiate financing terms and structures.
- Support the development of innovative financing mechanisms, such as blended finance, public‑private partnerships, and green bonds.
Required Skills
- Advanced proficiency in financial modeling and valuation techniques using Excel or specialized software.
- Strong analytical abilities with a keen eye for detail and accuracy.
- Excellent written and verbal communication skills, capable of presenting complex data to diverse audiences.
- Knowledge of infrastructure financing structures, including PPPs, debt financing, and equity arrangements.
- Ability to work collaboratively in multidisciplinary teams and manage multiple priorities under tight deadlines.
- Familiarity with Lesotho’s regulatory environment and development priorities is an advantage.
Education
A Bachelor’s degree in Finance, Economics, Business Administration, or a related field is required. A Master’s degree or professional certification (e.g., CFA, CPA) is highly desirable and will be considered an asset.
Experience
Minimum of five (5) years of experience in project finance, infrastructure investment, or related financial advisory roles. Experience with multilateral development banks or large‑scale public sector projects is preferred.
Salary
The position offers a competitive salary range of SSP 250,000 to SSP 350,000 per annum, commensurate with experience and qualifications. Additional performance‑based incentives may be applicable.
